Oakland is struggling with budget deficits, old tools and old approaches but staff find it hard to change, to discover new, innovative ways to do things. Dedicating a small team to focus on identifying promising practices elsewhere, finding innovations that will help us transform our city and helping to implement these ideas will radically improve government. Giving this team space to be creative and to think big and bold will also inspire a culture shift where staff are empowered to raise their voice and to seek ways to be better, more efficient and to deliver better service.
