What if we had a hashtag for people to report police misconduct?

Oakland has a lot of crime and the OPD clearly has a difficult job to do keeping everyone safe. At the same time, the department is under lots of scrutiny for police misconduct. Although there is a citizen's complaint process for serious incidents, it may be too formal and time consuming to register the instances of everyday harassments like stop-and-frisk searches, "driving-while-black" traffic stops, or other forms of profiling. What if there was a well-publicized hashtag or anonymous easy to use website for posting quick reports and/or photos? Like "Just saw police stop a black teen and search his bag, car number 210 #opdwatch". Although the incidents would not be verifiable in the legal sense, they might provide a data stream that would help to identify common issues and perhaps hilight few “bad apples” for further investigation who showed up in lots of reports.
